8 questions to Zaporizhzhia officials in connection with violations of the rights of inhabitants of psycho-neurological institutions

Open questions to the department of social protection, the governor and deputies of the regional council of the Zaporizhzhia region about the situation in psycho-neurological institutions (PNI):

1. Dear Sirs! Do you know that even the most minimal sanitary standards for living space for inhabitants in most are the PNIs of our region violated by 1.5-2 times? (for example, 4 people live in rooms measuring 2.5 * 4 m in Mikhailovsky PNI). How can people with mental disabilities live for years in such bestial conditions?

2. In many PNIs, there are no specialists required by the state - a doctor, a rehabilitation specialist, a social worker, and the load on orderlies and nurses is huge (200 inhabitants per 1 nurse)

3. In most PNIs, inhabitants do not receive adequate treatment for psychiatric diagnoses, as well as treatment for other diseases, due to a lack of medicines and the lack of an adequate examination by a psychiatrist and other specialists. Individual rehabilitation programs are most often not implemented.

4. One of the few instruments of control on the part of society over the observance of the rights of PNI inhabitants - public councils at PNI practically do not meet or work fictitiously. Inhabitants have no one to turn to in case of violation of their rights.

5. People with disabilities are not adequately provided with wheelchairs adapted to their needs. As a result, also due to a lack of staff, bedridden inmates do not leave the walls of their ward for months.

6. In most psycho-neurological institutions, leisure is scarce, and sanatorium treatment and rehabilitation are practically absent.

7. Pension accounts of inhabitants often contain funds that have not been used for years, as a result, inhabitants do not have the opportunity to use their funds during their lifetime (due to the negligence of the responsible employee and difficulties with withdrawing funds).

8. Taking into account the overcrowding of the PNI, how do you plan to accommodate 60 people standing in line to get into the PNI, as well as 124 inhabitants from the closed due to the negligence of officials Chernihivskiy PNI?

I would like to hear intelligible answers from Zaporizhzhia officials and deputies to the questions on which the fate of about 2,000 inhabitants of Zaporizhzhia PNI depends.

We have answers to many of these questions and an understanding of how to improve the situation, but, unfortunately, there are people in power in the department of social protection who have not heard any of our proposals.

PS: In the photo - the "Quarantine" sign that appeared right before our arrival on the door of the Orlovskogo PNI . The employees could not explain for a long time what kind of quarantine this is, but they did not let us into this psycho-neurological institution. Thus, at present, the solution to the problems is now reviving the Soviet idea about the closedness of the PNI.
